Bank fraud linked to terrorism- Kayihura

A businessman being held on suspicion of alleged fraud and robbery said yesterday that he was the victim of a scheme to defraud him of his money, even as Police chief Kale Kayihura announced that investigations were being widened to include terrorism.

In his first public comments on the matter, Maj. Gen. Kale Kayihura yesterday told Daily Monitor that the possession of a sub-machine gun by one of the suspects in detention had caused the net to be thrown wider.

“We are looking at the possibility of terrorism because of the armed elements,” Maj. Gen. Kayihura, the only officer authorised to comment on the progress of the investigation, said. “The way the robbery was executed, it was unusual.” Asked if the case was being given top priority, Gen. Kayihura said: “Absolutely. It is a con game, but it is very dangerous… I don’t want to speculate about the motive.”
 
Justus Kashoma, a city businessman who was arrested last Thursday after he attempted to withdraw at least Shs10 billion that had been wired into his account at Stanbic Bank’s Garden City branch, claimed yesterday that the bank was trying to defraud him.

Stanbic Bank publicist Daniel Nsibambi declined to comment in detail on Mr Kashoma’s allegations, saying it would jeopardise investigations. He said: “We suspect fraud, but let the Police finish [their] investigation. If it’s his money he will get it.”

Internal Affairs Minister Ruhakana Rugunda, who chaired an impromptu security meeting last Friday to discuss the incident, said yesterday the case was being treated as special. “The National Security Council will find out whether there was terrorism or not after investigations,” he told Daily Monitor by telephone.

“We want to take this investigation [as] special because there are special people involved.” Dr Rugunda chairs the National Security Council in his capacity as internal affairs minister.
The link to terrorism, if proven, is likely to lead to the suspects, including the civilians amongst them, being court-martialled for possession of military hardware, or being tried in civilian courts under the Anti Terrorism Act which carries very stiff punishments.

The progress of the investigation remained unclear yesterday, but Gen. Kayihura said the Internal Security Organisation was helping the Criminal Investigations Directorate in its inquiries.

A top security source, speaking on condition of anonymity because of the sensitivity of the subject, said the attempted heist was “highly organised – a mafia type of robbery. Some of the suspects are really sophisticated”. The investigators should probe into “the extent of involvement” of all the suspects, the source said.

At least 10 suspects, including Kashoma, are in police custody over the incident which was uncovered when employees noticed that the bank’s computer system had been tampered with. Police have already interrogated at least six Stanbic Bank employees over the matter.

Daily Monitor reported yesterday that the Police had identified three categories of suspects: the alleged perpetrators, bank employees who might have been involved, and those who provided security for the perpetrators.

The alleged involvement of one Musa Satya, an Iso operative deployed to guard former Iso boss Jim Muhwezi, has led the Police to consider interrogating the former minister as a suspect, according to a reliable source in the Police.

Gen. Muhwezi, who is the MP for Rujumbura, has denied involvement in the scam. Although the Police have not officially and publicly named the MP as a suspect, Gen. Muhwezi has said plans to frame him and link him to the incident are afoot by security operatives loyal to Security Minister Amama Mbabazi, whom he has criticised heavily for his role in the Temangalo land saga.

It emerged yesterday that the Internal Security Organisation had recalled all the guards assigned to the Rukungiri and Kampala homes of Gen. Muhwezi. “They changed [the guards],” Gen Muhwezi said yesterday. “The ones who were here were transferred and new ones brought.” According to intelligence sources, some of the withdrawn Iso guards, including David Muhumuza, who occasionally acted as Gen. Muhwezi’s driver, have been arrested.

As a former head of Iso, Gen. Muhwezi is entitled to guards from the spy agency.  Kinkizi East MP Chris Baryomunsi yesterday told Daily Monitor that his Rujumbura counterpart was being framed.  

“I know very well that Muhwezi is being framed because he is criticising Mbabazi [over] the NSSF land deal,” Dr Baryomunsi claimed. “If it was electronic fraud, investigations should focus on the [holder] of the account and the bank.”
Dr Rugunda denies that Muhwezi is being targeted but has said that the Police retained the right to question anyone suspected to have associations with the attempted heist or alleged perpetrators.

It remains unclear when Gen. Muhwezi is likely to be interrogated over the matter. Gen. Kayihura yesterday declined to comment about this specific issue, saying he did not want to be drawn into commenting about individuals.

Mr Kashoma is alleged to have met with Gen. Muhwezi on September 24, the eve of the attempted heist, at a Kampala hotel. Gen. Muhwezi has admitted to speaking to Mr Kashoma in the moments leading up to the bank incident, but says the businessman wanted to buy his land in Nyabushozi.

Lets be honest with ourselves. A bank robbery is different from NSSF funds and Global funds. The problem here is that everything has become political. Jim used money for AIDS patients.He doesnot have AIDS as per now.Let him answer for himself. Jim and Mbabazi have their personal probs which most of us do not know.Mbabazi should also answer for himself.Let everybody be responsible for his acts.UGANDANS wakeup!!!!!!!!!.When someone robs this country he says he is being victimised for opposing NRM. You will wait for a very, very long time to get into power if these are the Messiahs you are waiting for to deliver your salvation. By the time they are done with their jail terms history will have moved on.
Trust me. It is sheer opportunism to bank on such characters even when they are filthy rich stinking with illgotten wealth. The right thing is to shun and shame them and let them face the full force of the law.

I get flabbergasted by people who still think that M7 can still be relied upon to stop the fracas the members of the National Robbery Movement are in at the moment. This is reminiscent of how nescient Ugandans are of M7's malevolent politics. Of course he wants to be seen as the only one who can settle any upheavals in his party and the region at large.

Fellow country men, the solution to this crisis IS in our hands. It is beyond M7's capability to solve as he is part and partial to it.

This is not the first bank transfer that has involved big amounts of money. In the past they have been left to pass either because most big shots are part of the deal or perpetrators have always contributed handsomely to NRM, now they want to make us believe that they are working. I think this one is more about Muhwezi than what Kayihura is alleging. These guys tebaswaala

It is not surprising that Amama Mbabazi has finally shown his crooked character. He has been stealing under the guise of “Mr clean”. The main reason he has started stealing in broad daylight is because he has realised that President Museveni does not intend to step down. He suspects this maybe his last chance to eat something juicy like Temangalo/Nssf funds. In other words he has abandoned the “queue”.

Once I was listening to a KFM recording of an exchange between Rwanda's Murigande and Uganda's Otafire,As the exchange became heated and the two got petty, the issue arose of who hepled who. Murigande pointed to Otafire that Rwandese have helped and still continue to Help Uganda, He specifically mentioned Kale kaihura and Nyakairima. incidentaly one now heads the uganda police the other UPDF.

The message to you mummy's boy Justus Kashoma is that next time you think of being a bad boy, step in with both feet and maybe you are not as smart as you thought you were. These guys have been watching too much TV but they are good guys, really. Mbabazi is really an NRM system designer, who, in his capacity, is capable of diverting public attention very successfully at any given corruption issue that seems to be of national concern.
First of all, the said robbery never took place. And now Jim Muhwezi's body guards are being rotated in order to let this look like it is a serious case than the NSSF saga.
By the time you guys wakeup, it is time for another showdown of a different magnitude that will seem to even be more serious than the NSSF and THE BANK ROBERY and then this will continue to divert the attention of the media which is the only link to the public (information) on what is going on in the government.

Come on guys, don't you get confused. Amama Mbabazi is the security chief,and so is capable of doing anything including paying for anything since he is now a billionaire (courtesy of NSSF)by Ugandan standards.
Ugandans am not suprised,that is all I know about the NRM at diversion games, the champions but successful failures in developments.

Honestly speaking given the timing these developments go hand in hand my only worry is if the people who are running a the whole country cant even prosecute a known criminal succesfully without raising suspicion then how do you expect them to plan for the whole nation

much as it right for some one to withdraw his money, if there is suspicion, such person can be called by the authorities to answer some queiries. By the fact that these are high profile Ugandans, there is room for suspecting the issues.
not when everybody jack and jill would want to use the NSSF environment so as to steal evenn from your own account. Why the big money and how.
I gave you last time how this should be monitored from a professional point of view:
that banks should keep an eye on all those big withdrawals a.
banks are a source of providing audit trails for money withdraws and use. fraudsters and crime maker can be traced from such big moneys. sometimes such money is used to pay bribes to conceal criminal like matters.
sometimes it is withdrawn in goodfaith to to do business which should now change in the current environment.
this brings me to say that BOU is delaying to issue directives that money should only be withdrawn to buy few things otherwise if it is for payment for services and debts, should be through bank accounts. this can help minimize heavy withdraws jsut to help some illiquid banks have some cash at the counter to meet customer cash needs.
in this scenario, it is right for the police to act that way.
the following shoulds continue; BANKS SHOULD COOPERATE IN DISCLOSING THE SUSPECTED FRAUDSTERS AND MONEY LAUNDERERS,
EVERY CITIZEN SHOULD REPROT ANY SIGNS OF FRAUDULENT ACTS.
once the banks are clear with this directive, then the citizens should be sensitized on how fraud is committed in owrk places ,how this and that boss is behaving that way, these are all clues that fraudsters use.
in the case you will find that there is alot hidden in the big withdraws.

report fraudsters; fraud is a disease of the mind; fraud is cancerous to society; fraud muct be fought with vigour in all forms. fraud is a menace and should not be encouraged, fraud must be taught is schools of every type. dont leave fraud only to be taught to accountants and police and lawyers no, let it be everybody's topic as it is today. people now are more alert than before. so it is time to senistize them like we drum noise for HIV/AIDS. FRAUD HANDLING NEED TO BE FOUGHT HOLISTICALLY.

What do you mean by the word "terrorism"? Armed robberies are common criminal offences where the main intention is to use force to obtain money or other property, so how does Kayihura link this to terrorism???

We are back at it again theater where comedy doesn't come to an end. Surely am not an investigator but if you look into this matter how is muhwezi related to this robbery? is it because he talked to kashoma the day before? or else did he know that kashoma was going to rob stanbic? Why were his guards rotated in the first place? and why were the rotated guys involved in this saga?
There are many questions that are asked without answers.Please NRM it's high time you guys woke up before you think you can win elections in 2011. If you don't stop this comedy you are losers. Just after the NSSF saga, it's now bank robbery, who knows what's next? Amama knows what his planning the fact that his the ISO boss, Banyenzaki please watch out on the people you talk to you might be the next worm to be trapped by a bird from the the NRM nest. The Police Boss, is trying to policize investigations here!! Is the police going to interogate everybody who talked to Kashoma the few days before the Bank incident?? If no, why single out Muhuwezi only?? Is he the only person Kashoma talked to all day the previous two days to the attempted roberry?? Finally, what is wrong with some one trying to withdraw his money in entirity from a bank?? do we have any law prohibiting that?? if NO, why is it an attempted robbery?? it is his money, and why is the bank holding it??
Look! some time last two weeks, depositors in one of the largest US banks to collapse, withdrew a hooping $160 billion dollars in just four days!!
What the big deal about this businessman withdrawing his $3m from his account??
I think some thing cynical is cooking over there!! National Robbers Movement(NRM) is full of crooks,and almost 100% they come from one region of the country!! It is a matter of time b4 they vomit what they have robbed the country!!
