Muhwezi suspect in bank robbery- Police

Police are investigating whether Rujumbura MP Jim Muhwezi was among the conspirators in last week’s attempted robbery of Shs10 billion at the Garden City branch of Stanbic Bank, a source said yesterday.

The Police source, who spoke on condition of anonymity because of the sensitivity of the matter, said Gen. Muhwezi is among people “lined up to be interrogated”.

The comments raise the possibility that the general may be arrested and court- martialled.
Asked if Gen. Muhwezi would be treated as a witness, the source said: “We interview witnesses, but we interrogate suspects. He is a suspect.”

City businessman Justus Kashoma is alleged to have masterminded the robbery. Gen. Muhwezi expressed fears he would soon be arrested in a Sunday interview with Daily Monitor, after the robbery was discussed in Friday meeting of the National Security Council, chaired by Internal Affairs Minister Ruhakana Rugunda and attended by top security officials.

Gen. Muhwezi claims the link to the crime is part of a plan by Security Minister Amama Mbabazi to pin him, following their fallout in the aftermath of the controversy surrounding the NSSF land scandal. Gen. Muhwezi has called for the resignation or censure of Mr Mbabazi.

Dr Rugunda said yesterday that the investigation is wide-ranging. “There is no specific person being targeted. It’s only individuals that investigations reveal that will be brought to book,” he said.

“I hate to mention names here because the public will drag politics in this but I can also say [that] Muhwezi is not being targeted in this. It will be the findings of investigations to show which people should be questioned,” Dr Rugunda told Daily Monitor by telephone.

According to the source, the Police are holding, and looking out for, three categories of suspects; perpetrators, bank employees who may have acted as accessories, and those who allegedly provided security and cover for the perpetrators.
At least six suspects, all employees of the bank, were interrogated yesterday by CID at Kibuli.

Police spokesperson Judith Nabakooba was tight-lipped about the investigations, only saying it was a matter for the CID to comment on.

But CID spokesman Fred Enanga said only Police chief Kale Kayihura has the authority to comment on the progress of the investigation.

The involvement of Gen. Muhwezi, according to CID sources, relates to the direct participation of one of his guards Musa Satya, who is attached to the Internal Security Organisation. As a former head of the spy agency, Maj. Gen. Muhwezi, who denies any wrongdoing, is entitled to guards from Iso.
Mr Satya was arrested together with Mr Kashoma, a real estate dealer and owner of the Bukoto-based Kashoma Group of Companies.

Others arrested include Capt. Muzamiru Wakulira, Mr Allan Kamugisha, Mr Paul Mukwanyi and Mr Adam Luswata, while Mr Kashoma’s two Prados UAJ 444P and UAH 500L were confiscated by the Police as exhibits.

The Police said the suspects, who were still being held at various police stations in Kampala last night, targeted $3.8m (Sh6.2b), almost £1m (Sh3b) and Sh985m in the foiled robbery.
In an interview on Sunday, Gen Muhwezi pleaded his innocence, and said there was a sinister attempt to have him court-martialled.

Gen. Muhwezi also said he could not be responsible for Mr Satya’s activities, because the guard gets orders from Iso, and denied knowledge of Mr Allan Kamugisha, one of the suspects. “I have never met him,” Gen. Muhwezi said of Mr Kamugisha last evening.

Daily Monitor reported yesterday that Mr Kamugisha was said to be Gen. Muhwezi’s political aide. Gen. Muhwezi admitted to having a conversation with Mr Kashoma in the moments leading up to the failed robbery, although he said he knew the businessman as a sociable person who wanted to buy his land in Nyabushozi.

According to our source, the Police suspect that the plan to “provide security” to the robbers was reached during a September 25 meeting at a Kampala hotel.

The failed robbery happened the next day, September 25. Gen Muhwezi, who was at CID yesterday over the perjury allegations from the 2006 Global Fund inquiry, claimed he was now being framed by his political enemies.

“I know this is Mbabazi playing his dirty politics, because even his political ally, [Buyaga MP Barnabas] Tinkasiimire, said that Mbabazi was planning to turn things bloody,” Gen. Muhwezi said yesterday.

“I didn’t deploy him [Satya]. Even after he was arrested, I contacted the Iso director and informed him. But, later, I saw media reports linking me to the failed robbery.”

At least 10 suspects are in police custody over the incident, which follows a troubling pattern in which city banks have been targeted by armed robbers.

Shs320 million was most recently robbed from Bank of Baroda. In the Stanbic Bank case, the robbers would have made off with at least Shs10 billion in what the Police said was a sophisticated scheme that involved tampering with the bank’s network system.

The Shs10 billion had been deposited in different instalments on several Stanbic Bank accounts run by Mr Kashoma.

what exactly is wrong with the ugandan police? after hearing numerous stories of how they are actualy henchmen of the state. its no wonder that they have concluded robbery or is it fraud investigations within a week. No wonder that they have put muhwezi directly in the middle of the robbery simply coz a car of his bodyguard was foud at garden city. one wonders hw many cars pack at garden cityand why all their owners at\re nt in luzira. its really no surprise at all tjat they have totally ignored kashoma who was withdrawing the money from his persoal account and concetrated on charging the sociable minister with rbery. thats what this newpaper said.
i can confidently say that after all thse scadals, i have come to a conclusion that NRM guys big guys like mbabazi have really eaten Ugandan's money. muhwezi is just unlucky to be used as the pawn by his govt as the only thief. definitely all those guys are eating. why do u think the president is soo quiet as long as e is not the one looking bad. muhwezi a nrmallly sociable guy wh is likeable is the slaughter goat of the NRM. During his O'level at Kigezi High school, he was the leader of a gang of thugs called the 'mercyless'! During his senior four, he and his gang raped a girl in the same school, and as a result, he sat his O'levels while in prison in Masaka!
While he was the director of ISO, a junior officer reported to him that he had arrested Sudhir taking out of the country 1 million dollars. Apparently, Sudhir had tried to bribe the junior officer with half that amount to let him off. When the matter got to Muhwezi, he took the 500,000 dollar offer, let Sudhir off, and had the junior officer arrested for having stolen 200,000 Ush!
The other cases against this man are well known, so I would not be surprised if Muhwezi was the master mind behind the bank robbery. He has been a thug for a long time! If there is a smart reporter out there, find out the people who studied with Muhwezi at Kigezi High school and you will have a nice story to write.

Both Muhwezi and Mbabazi are thieves so non is a brain. Muhwezi let thousands of people die to satisfy himself while Mbabazi though seems innocent should not have accepted money of the extra hectares of land got from the workers sweat.

Museveni has nothing to say because these so called liberators are following his example in this dirty game of politics.

Ugandans should not be fooled with the recent drama coz there's still more. Our president promised 2% of Uganda to Egypt thus forcing us to accept the amendment of the land bill. If he has made such promises before it is passed what will happen when the government is in charge of all the land in this country.

My fellow Ugandans be on guard because very soon your own land may be given to an investor while you become poorer.

As in one of the comments, we are all to blame because we have preferred to sleep for the last 22yrs other than fight for our rights. Writing comments here will not solve our problems, we must act. Let's act and Now.

6-pack should know that life doesnot come to an end because there is the "NSSF SAGA". We can not stop thinking or following other important national pursuits simply because there is a group of people who want to hang Mbabazi desperately. That is very subjective of you. This robbery thing is more serious than u want us to believe. There is no smoke without fire. We should therefore not rush to conlusions now.
What Jim should do is to explain himself properly and clear all doubts about his conduct in this case. It is of course true that he loves money so much and many times he has not earned it honestly hence his current troubles and the big credibililty deficit.

Why would one scream wolves!! simply because there is robbery being investigated. I believe Rugunda. He is a clean, honest and patriotic Ugandan. No one is trying to frame Muhwezi. Let the robbery investigations continue alongside the NSSF inquiry.
If comrade Jim thought by whipping up the NSSF thing his problems would be forgotten or postponed too bad for him.
You can fool some people for sometime but not all the time.

Time to pay for your sins. And they are not few as you can see.

Gen. Muhwezi is avery clever man or so he thinks. When he realised that the deal to rob the bank had flopped he quickly contacted Monitor to claim that he was likely to be linked with it since his body guard and personal assitant had been arrested.

He first line of defence was that his newly found political oponent{s} is or are likely to link him with the foiled robbery.

The truth of the matter seems to be that Gen. Muhwezi has a dobious character past and present and is capable of doing anything to get money.

This is a man who is used to free money and he has been getting it from the government departments he has been heading. The trouble now is that since
he was dropped from government following the GAVI scandal, the source of free money has dried up. It is therefore posssible that he has resorted to robbery and crime to maintain his every expensive life style.

By the way during his secondary schoool days in Kabale, Muhwezi was known to be leading a gang of students who used to rape girls from neighbouring schools among other crimes. Any wonder then that this man is linked with a bank robbery?

Am increasingly worried that we could be swallowed up, soon or later...

Imagine Stanbic loses 10 billion (may not be alot of money to them), their shares plummet, it's the locals/ local investors that suffer. People may be increasingly losing trust in the bank though it may not be to blame. Is Stanbic willing to increase its investments in this politically foul environment? I dont think so...

NSSF's illegitimate deals- who is at a loss? Ordinary folks...

Honestly, am now worried. There is more to this than meets the eye.

We may be swallowed up, either in chronic financial debt or shortage, inflation, crime and civil unrest.

I dont support Mbabazi but also Muhwezi has alot to answer; stealing money meant for sick people; people suffering from Aids, malaria, tb..this can be equated to smart genocide.. how many people have we lost because of aids, malaria and tb.. can they be compared to 800,000 that died in rwanda in 1994. Infact the ICC should consider trying Muhwezi for carryiung out 'genocide' in Uganda.

Another funny thing is that; Muhwezi talked to Kashoma moments before the failed robbery and that Kashoma was intending to buy Muhwezi's farm in Nyabushozi..the question to be answered is whether Muhwezi was giving Kashoma tips on where to get money for buying his land just like the way Seruma, Nzeyi and Mbabazi looked for ways of getting money to invest in National Bank of Commerce.. Ugandans were very much in danger.

Mbabazi is an intelligent man in matters of security much as he has no rank in the army. muhwezi is going to be arrested and court-martialled and I can not feel sorry for him because he called it for himself.

What Mbabazi may be trying to show us here is Muhwezi's role in the NRA bush war ---Muhwezi was a thief! and the same thing applies to Elly Kayanja ---a thief who once run Operation Wembley in which he hunted down his former conspirators!!!

This is rather exciting for people who read between the lines. I say thus because it is obvious what the plot is. Remember all the charges that were tramped up against Besigye???? By the time court proves that you are innocent, a lot of valuable time has been lost and attention has been taken from the main issue. Jim my friend, take heart this only the beginning. That should not come as a surprise. These guys were robbing Uganda Commercial Banks in the West in the eighties and boasting that they would pay back the loot when they came to power. Incidentally, they succeeded in seizing power, and have since continued to fleece Uganda and Ugandans. Persoonally, Ugandans deserve all the abuses under these thieving lots; it might even serve us right if the country is sold to the Arabs in Egypt! Muhwezi certainly knew what he was talking about when he predicted Mbabazi's smear machine would come after him. What he seems to be forget is that the Bible clearly says that those who live by the sword, will die by the sword.
But what i find annoying is how the headline has suddenly changed from the NSSF wetland scam to a failed bank robbery. i find myself quickened into a stabbing suspicion that this is purely diversionary and possibly a product of the slack-minded skimming of newspapers to appease an invisible force, yes! In a country where the mafia is the government, i find it quite hard to blame the monitor if this turned out to be true.
So, while the investigations into the NSSF scandal are clouded with atmospheric vagueness, Ugandans await the committee's findings with feverish anxiety. The sad thing is we don't want to believe how this ends, The script is already written and whatever happens, Mbabazi gets away with it again, leading to the frustration of our dearest hopes.
It would not seem an improbable conclusion that all pessimists were right, justice will certainly be raped. So, there is only one way the government/mafia are going to understand that we mean business and a demonstration would be a good start.

Muhwezi accepts that he spoke to Kashoma moments up the robery. If it is true there is no way Kashoma was just placing a social call to his buddy. And remember it is Muhwezi that was first called by Kashoma's wife when things turned ugly.
At this stage what should interest us is if this money was meant for something sinister against M7 or it was just a bunch of thugs trying to make money.
