I acted under political pressure, says Jamwa

National Social Security Fund managing director David Chandi Jamwa yesterday admitted that the Fund acted under political pressure in buying more than 400 acres of land from Security Minister Amama Mbabazi and businessman Amos Nzeyi, Members of Parliament investigating the deal told Daily Monitor last evening.

The NSSF MD, who met members of the parliamentary committee investigating the matter in camera yesterday, immediately asked for protection and was given two police bodyguards on the recommendation of the Speaker, Mr Edward Ssekandi and State Minister for Internal Affairs Matia Kasaija.

MPs on the Committee on Commissions, Statutory Authorities and State Enterprises have, for more than a month, been investigating the Shs11 billion transaction over allegations of price inflation, disregard of procurement laws, and claims by a board member that the deal was being pushed through amidst political pressure.

NSSF officials, including Mr Jamwa, have previously denied any wrong-doing as has Mr Mbabazi and Mr Nzeyi. The board member who claimed political pressure, Mr Claudius Olweny, also said he was quoted out of context.

However, MPs on the committee told Daily Monitor that Mr Jamwa yesterday said the sellers had put the NSSF under “a lot of immense and terrible pressure” to raise money to buy out the majority shareholders in the National Bank of Commerce before they could sell their stake to Nigerian investors.

“There was a rush and an effort to sell the land and all they needed was the Shs11 billion. There was need to buy out Indians and they had wanted to secure a line of credit from the Tropical Bank,” Jamwa reportedly said. “Whether 100 acres or 500 acres, all they wanted was Shs11 billion.They came to us with a set price.”

Both Mr Mbabazi and Mr Nzeyi are shareholders in the National Bank of Commerce and while they admit to having been in a hurry to raise money to buy out their Kenyan-Indian partners, they have insisted that they did not put pressure on the NSSF.

Finance Minister Dr Ezra Suruma, who approved the deal, is also a shareholder in the bank and defended both buyers and sellers when he appeared before the MPs. A source on the committee revealed that Mr Jamwa yesterday narrated the kind of pressure he was under in pushing through the deal in 10 days.

“They had turned my office into their home and they would come in all the time,” he reportedly said. The NSSF MD testified how he met at one minister and Nzeyi at Munyonyo Commonwealth Resort over the matter, followed by several subsequent meetings. He further said that the sellers had hiked the purchase price to Shs35 million per acre but after bargaining had reduced it to Shs24 million.

“I was pushed to the wall that I had no option. Even if it were you, what would you have done?” he asked. Another source quoted Jamwa saying the sellers convinced him that the deal had the blessing of President Museveni whose campaigns one of the sellers claimed to support.

It is not clear what caused Mr Jamwa to change his position on the matter and efforts to get a comment from him or from Mr Mbabazi or Mr Nzeyi about his comments were futile last night.
However, MPs said the NSSF MD had “come out to protect his name”.

Another MP said, “Jamwa revealed everything and asked for guarantee of security. He confessed to us how the deal came up and how the sellers of the land wanted money for their bank. “The guy confided in us in that meeting that he had trust and confidence in us. But the story was a bad story for a young man to be used. During his presentation, the feelings were beyond our imaginations,” the MP revealed.

Yesterday’s revelations are expected to throw a spanner in the works and refocus attention on the role of both ministers in the transaction.

Daily Monitor reported on Monday that Dr Suruma had disregarded orders from Vice President Gilbert Bukenya to send the NSSF board and top management on forced leave. In a September 9 meeting, the Finance Minister also failed to convince the officials to go on forced leave without a written order to that effect.

Both Suruma and Mbabazi gave their submissions under oath but it was not clear yesterday whether MPs on the committee would seek to re-examine them, although a source in Parliament said plans were underway to ask Dr Suruma to reappear.

An hour before Mr Jamwa’s appearance, the committee had received submissions from Ministry of Lands officials who said three titles of the land had not been transferred into the names of the NSSF seven months after the deal because they had caveats.

The committee later met the NSSF Board and is expected to meet Mr Nzeyi today. Mr Jamwa’s revelations will raise questions about political interference in the management of the Fund, which is the country’s biggest financial institution with assets of more than a trillion shillings.

The investigation has sparked off a parallel political contest between Mr Mbabazi and former health minister Maj. Gen. Jim Muhwezi who is expected to appear before the CID this morning in connection with an investigation into an alleged bank robbery.

The two officials, who have clashed repeatedly in recent weeks, clashed against in parliament yesterday but there is no clear connection between that fight and Mr Jamwa’s revelations.
The revelations at Parliament came as the Inspector General of Government released a report calling for wide-ranging reforms in the management of the Fund to insulate it from political influence.

Several good points have been made by different people. Jaamwa certainly erred in judgment and whether or not he benefitted from the wetland scam, he doesn’t deserve to keep his job because he lied under oath. The reason he came out and revealed the truth is perhaps because he wanted to get even with Suruma for attempting to fire him. If Suruma or Mbabazi hadn’t placed any blame on him, do you think that Jaamwa would come out? NO! The primitive instinct of self-preservation and revenge is what motivated him as some people have already predicted. Since he’s confessed, this is the part where we should recollect the saying, “to err is human, but to forgive is divine”. Yes, Jaamwa can be forgiven, but he should be willing to take responsibility for his decision, he betrayed hard-working citizens, He should resign.

That aside, the writing is on the wall, Mbabazi is a thief and so are his other “historical” comrades. But its not just Mbabazi, it’s the NRM system, it hinges on one man, Museveni. The Movement has been disfigured by glaring faults, its beyond repair; Its indeed one big political cemetery; An overhaul would be a step in the right direction, but this is simply NOT possible, why?
When u start looking at the core beings of the system, its all rotten wood. All of them have been tied up in one scandal or another, there are NO credible people therein.

The current electoral commission is as useless as rubber lips on a wood pecker, Unless something is done, Museveni is going to rig again and again as he has done in the last two elections. I always travel to Uganda to vote, just to be part of a new beginning, but unless the EC is reformed, i won't bother this time, its just not worth it!

The death avenue for Mr.Jim Muhwezi is almost clear and sooner or later Ugandans will witness this, how then do you call a foiled bank robery which never took place and leave the broad day robbery that took place at TEMANGALO at a cost of 11billion and all culprits still walk scotfree.

Yes it is our Uganda. On the bright side, all the developed nations passed through tough periods like these that acted as eye openers for their laws and reforms.

Uganda alike is going through the same, the qustion though that remains is wether we as a country will wake up more stronger tomorow and create institutions [not fake ones] that will handle these kind of challenges in future in a away that will protect and build dear old Uganda.

I am sure Jamwa did not pocket any bribe. Logically, if he did then the confession would not help him at all.I am sure he knows better than that! Also Jamwa being a proffessional accountant he is well aware how the profession's code of conduct and ethics will affect his career. I can understand why he did succumb to these rogues' pressure...and in anyway land appreciate in value so even if the market price was inflated he envisaged that his investment plans were not going to be adversely affected.

Its disheartening how such a young, brilliant and energetic person can be derailed into such unfortunate position. I cringed when i read that he begged for protection. It reminded me of Sheila Kanyali (an Auditor)who was murdered few weeks ago! Like Jamwa, she was brilliant and strong minded young woman, keen and focussed on her profession.RIP
Uganda needs the Jamwas and Sheilas than it does the Amamas, Surumas and ....who amassing wealth they have few years to enjoy!I dont know Jamwa but please Parliament protect him you owe it our country!

This is revealing of how public office is used to self-agrandise in our motherland.
I vividly remember when Suruma was Chairman of Board at defunct Uganda Airlines (btw, his tenure there was unimpressive), he spent most of his time idly at the then HQs of UAL sitting doing nothing. I know, so dont ask silly questions. He had no businesses, no bank shares, nothing beyond that. Immediately upon appointment to Minister Finance, I was on same KQ plane and saw him boarding from VIP lounge to Economy Class seat.travelling like commoners. Now, we hear that the same gentleman is a shareholder in a bank, etc Come on, man!!!

confesions of economic crime do not make u free from crime. confessions oncesecured are a good evidence that investigators use to recommend indictment. may be confessions to the Lord can one be scotch free.
Longtime savers with NSSF have this think about and the nation at alarge.

we all know how it goes and bites. it also takes big courage for one like jamwa to spill it all. let dr.nsuruma aslo confess and avoid the pride and ego we all have.

When you are pressured by top men in the land what can you do? you cannot run to the IGG or police who are both controlled by the very same people you are reporting. And you have to give it to the monitor by the way. Along with the weekly observer, they are really the last man standing. Today's newvision gave this story a small insignificant mention inside their pages. They must have been hoping that no one will see it. Guess what their headline was about.

During my 30 years of mature life, i have travelled and leart to live to a saying by the Acholi ethnic group that literally translates as " even if you sleep with your mother in law under the waters, the story will still catch up with you on the outside"- i stand to be corrected by the Acholis. My prayer is to the others who will testify later to spill it all because Jammwa has let the cat out of the bag already and to "the authority that be" to make a meaning out of this and allow us workers see justice dispensed atleast this time for a change. whatever is happening to the value of this country remains something that God should help us reveal.OR summarily change the motto to "for God and myself". you will have set all of us free to do things that benefit our self (selfish) interests.

Jamwa is just shifting goal posts.If at all there was pressure then,did he report to the IGG and or CID?,why should he wait for the dust to rise especially during the parliamentary committee inquiry so as to "spill the beans"?,on this note,he should thus be held accountable because he was doing a dis-service to the Ugandans.

If at all the deal had the blessing of M7 as told to him by the seller(s),did he call the president's office for clarity and is there any documentation to prove this?

Dear All,
Jamwa being a professional accountant, should have known the tricks and known that financial impropriety was too much in Uganda. Big wigs would use him to get whatever we all know. and Jamwa thought political clouts would give him protection ,yet it is all about due diligence and accountability. Thus why this brings me again to say like before that performance auditing or public sector auditing, forensic auditing and VFM s should be done regularly in public institutions save the audits that are filed to auditor general. the situation is alrming but we have to start somewhere that Jamwas have set precedents.

The Ugandan police has established its reputation as another corrupt wing of the mafia government.
We all know that they shamelessly perpetrated a criminal act in framing Besigye for rape. Does anybody expect them to be impartial? Now this latest and bogus charge of bank-robbery and terrorism that they are insanely crafting against another whistle blower has left no stone unturned.

The Police remains an arm that the government can easily use to intimidate, harass and frame any citizen they feel might actually jeopardize the corrupt system.

Monitor, while we appreciate the feedback u provided here, whoever is running this board should learn what tolerance is all about.
As somebody said, if you feel that you are not up to the task then scrap the feedback section.
I never write here, but i like to read comments because most of them are quite true.
I always get to office 30 minutes early to read feedback on ur different stories because i believed you did not censor opinions. Its okay to remove offensive comments but that was not the case.
I read quite a number of interesting takes on the new confession from Jaamwa and i found them quite informative and not offensive. I guess you will just have to specify what words you want your readers to use because this is really becoming counter efficacious.

The parliament is doing a very good job. But parliament now owes this country the favour of cleaning the system. May be we are at the dawn of a new era. An era where public officials should be very afraid of the law. After sweeping the house, the parliament might want to arrange the rooms orderily. Putting institutions in their proper place and strengthening them to serve the people in a harmonous way. We are watching and have very high expectations.

However its no excuse to succumb to pressure if you know the ethics of a good manager,i think Mr Jamwa the deal to some extent benefited you aswel and its why you signed to it and kept quiet. And to Hon Muhwezi, dont throw stones at your neighbours when you very well know you live in a glass house.Lets prove you are innocent in the first place so that you can take on Hon Amama. Actually your case was more grave as it deprived millions of good health and am sure thousands must have died due to this misappropiation of health funds.

I commend Jamwa for being brave enough to come clean with this bombshell, especially seeing how people who have come out openly like Jim Muhwezi are now being treated. It is deadly dealing with mafia.
This is the last straw that broke the back of Amama's defence in this case. The two honourable ministers must show respect to the 300,000 NSSF contributers and at least resign, then we see about how they can refund this money. Over to you honourable gentelmen.

What i see here is just a political mess. I just see greed and alot of cheating. Poeple responsible for us are stealing from us. I wish we could follow southafricas example and pressurize these poeple out of office. What the hell do they think they are to use our money to buy bissinesses. For Gods sake we need a savior here to help us or very soon uganda will be owned by a few members of our society. I'm really glad that Jammwa has come out with this truth because his good record of excellence was being tarnished at such a tender age. Imagine just 35 and no one can trust you with big projects because you had to protect thieves. Fellow country men let us all join in prayer for all the honest men in the scandal to be strong and come out with more truth. This mystery is almost solved. I hope that the story will not be down played and eventually filled out as they usually are. For God and our Country, let us pray.

Slow by slow, the truth will reveal it's self the culprits are ready or not. my school of thought teaches me that the best judge in any matter is time and trust me you can't corrupt time however filthy "dirty" rich one can be, trust me even 11billion shillings can't do it.

This time around the parliament should, for once, develop some real teeth with fangs and recommend indictment of these thieving thugs for abuse of public office and mismanagement among other charges. This is not the first time these crooks have stolen from NSSF, the one and only retirement saving's purse of all the hard working Ugandans. How about indicting the whole lot of them ?
These people don't deserve to lead Uganda in the 21-st century.

We are getting there slowly by slowly. Knowing the Chandi I have known for all these years, I expected him to say the truth. Its a pity that old men who have tainted names appoint young bright men like Jamwa with a hidden agenda. I am hoping that Chandi did not see this coming because it was obvious to many people who saw him being lured into this position. Mbabazi and Suruma should help the country and resign their positions
